2022-23 ESSER Investments & Projects Plans

ESSER Funding Project 

The federal government has provided COVID relief dollars to school districts through the Elementary and Secondary School Emergency Relief Act (ESSER).

The purpose of ESSER funds is to provide schools with resources necessary to maintain district operations and appropriately respond to and mitigate the impacts of the COVID-19 pandemic on student academic progress and socio-emotional wellbeing.

Highline Public Schools has received roughly $85 Million in ESSER Funds. To date, approximately $29 Million (not including in-directs) of these funds have been successfully invested in technology, health and safety, continuity of operations (maintaining educational positions and programs), professional development, curricula and summer school efforts. An additional $40 Million are appropriated (actively invested) for the 2022-23 school year.

Implementation and Evaluation Process: Cycle of Learning

The Academic and Student Well-being Recovery Plan (ASWRP) is centered on a continuous improvement cycle aligning systems with the MTSS framework (see page 12 of the OSPI ASWRP Planning Guide). In planning for and implementing each initiative, we will engage the PDSA (Plan, Do, Study, and Act) cycle of learning. Each of these themes are outlined in relation to each funding area throughout the 2022-23 ESSER Funding Project Overview, which served as an updated version of Highline’s Academic and Student Well-being Recovery Plan last updated in March of 2021. 

In planning for and implementing each initiative, we will engage the PDSA (Plan, Do, Study, and Act) cycle of learning. Most projects are currently transitioning into the“Act - Evaluation Phase” for the 2021-2022 School Year, where the initiative and student data are fully reviewed, evaluated, and the Theory of Action brainstormed for the next phase of learning (2022-2023 School Year). Simultaneously, projects are entering the “Plan” Phase of the 2022-2023 School Year.
